Property Manager

 

I.        Basic Function

A.     Responsible for maintaining the physical asset and maximizing the financial returns from that asset in accordance with the owner's objectives.  Works closely with the Regional Manager to complete these tasks.

B.     Assists Regional Manager and supervisors with special projects and administrative tasks.

C.      Ensures staff compliance with company policies and procedures.

D.      Ensures staff performance of duties on a timely basis.

 II.          Relationships

A.       Reports to Regional Manager.

B.       Supervises all on-site personnel, including any contract workers.

C.       Maintains relationships with all residents, ensuring consistent application 
 of property policies.

D.       Maintains relationships with other departments within the company, 
 including accounting and personnel.

E.       Maintains relationships with clients, the community, federal, state and 
local governments, etc.

F.       Maintains relationships with suppliers, vendors and professionals servicing the company or property.

 III.          Responsibilities

A.       Ensure the physical well being of the property:
 

1. Supervises maintenance staff, including maintenance supervisor and any contract workers;

2. Supervises scheduling of maintenance work including corrective and preventive maintenance;

3. Establishes rotating schedule of personnel for emergency maintenance;

4. Makes regular follow-up inspections on maintenance work;

5. Makes regular inspections of all common areas;

6. Makes recommendations for physical repairs, replacements and/or improvements;

7. Makes recommendations for supplies, materials and equipment;

8. Recommends expenditures, within budget allocations and solicits bids to purchase;

9. Evaluates maintenance operations periodically to determine cost efficiency.

10. Enforces bylaws, rules and regulations uniformly and fairly.

 

B.          Tenant Management:

1. Ensure the timely payment of assessments;

2. Process the late notices and works with attorney on collections;

4. Exercise sound judgment regarding property expenditures.

 

C.      Administration:

1. Supervises desk staff;

2. Assists in preparation of management plan;

3. Supervises maintenance of property files and records;

4. Makes recommendations on hiring or firing personnel;

5. Handles any emergency that may arise on site;

6. Communicates all problems and makes recommendations to Property Manager;

7. Provides training for all new site employees;

8. Tactfully handles all site personnel relationships;

9. Supervises work performance of all site personnel;

10. Serves as on-call representative providing evening, weekend and holiday emergency service;

11. Friendly, helpful and considerate of all residents and must be able to communicate in English;

12. Coordinates communication of information between the property and Quantum main office;

13. Maintains petty cash receipts.

14. Serves as the company's representative (when directed) concerning city, county, state and federal issues to the operation of the property.

15. Assists with the annual budget preparation and monthly management reports.

16. Reports payroll information to payroll department and to the property manager on a timely basis.

17. Performs any other duties which may be assigned by Property Manager.

 IV.          Qualifications

A.       Education/Experience

1. High school diploma.  College preferred or additional business courses.

2. Minimum three consecutive years experience as resident manager or experience in a related field.

B.       Minimum one year co/managerial experience, supervising three or more subordinates.

C.      Ability to handle finances and work within a budget.

D.      Appearance compatible with image of property, positive attitude, energetic, assertive and capable role model for subordinates.

E.       Demonstrated integrity on personal as well as professional level.

F.       Exceptional communication skills.

G.      Attentive to details.

H.      Ability to interact with a wide range of people.

I.        Ability to solve problems involving residents, personnel, finances, equipment failure, emergency situations, etc.

J.       Ability and willingness to substitute for desk staff as needed.

K.       Live on site as required by owners (if applicable).

 

V.          Physical Requirements

A.       Good physical health.

B.       Able to converse with public over telephone and in person.

C.      Excellent vision.

D.      Lifting - up to 20 lbs.

E.       Push/Pull - opening drawers, pushing boxes, light loads.

F.       Carrying - up to 20 lbs., small boxes, interoffice envelopes, mail, paper.

G.      Walking - short distances depending on size of property and stair climbing on a daily basis.
