Quantum Real Estate Management LLC is run by the President, Margaret P. Bessette. Quantum was incorporated in the State of Delaware and is headquartered in Bethesda, Maryland. The owners, Edward Demers and Mark Brodsky, bring with them professional expertise and knowledge to enhance Quantum’s capabilities.

Quantum has been operating throughout the region for over 25 years and has established itself as one of the premier residential property management companies that specialize in HUD, Tax Credit, and Section 8 housing. To read further about the Quantum staff, click below on each individual.

Margaret P. Bessette, CPM®

President

Ms. Bessette is the President of Quantum Real Estate Management. She is directly responsible for the activities of all departments of the corporation and, sets all corporate policies and procedures. Ms. Bessette is also the President of Aequalis, Inc a development firm involved in the development of low income housing in the Washington, DC Metropolitan area.

During her tenure as Assistant Vice President of a large, prominent Washington Metropolitan area real estate firm, she was awarded the “1986 Leadership Award” by her employer. In 1998, the Property Management Association awarded her the “Stanley Reid Humanitarian Award” for her work with non-profit organizations in the community.

Her expertise in property management and her hands-on experience is diverse and spans in excess of 30 years. It includes all aspects of residential, government subsidized, condominiums and commercial management. Throughout her property management career, she has concentrated on senior citizen housing and residential management.

Ms. Bessette’s professional affiliations include active membership in the (Northern Virginia) IREM Chapter 77 where she served as its President in 1989. In 1987 she was awarded the “Certified Property Manager of the Year” award by the IREM Northern Virginia Chapter 77. Currently, Ms. Bessette is a member of the Board of Directors of the Mid-Atlantic Affordable Housing Management Association (MAAHMA). She is also a member of the Board of Directors of the Washington Metropolitan Cystic Fibrosis Foundation and the Daniel Housing Corporation.

Ms. Bessette holds a Bachelor of Arts degree in Education and has achieved the designation of CERTIFIED PROPERTY MANAGER, Certified Occupancy Specialist, and Accredited Resident Manager. She holds her real estate broker’s license in the State of West Virginia, Commonwealth of Virginia, State of Maryland and the District of Columbia. She continues attending seminars and classes to stay abreast of changes in the property management industry, regulations, laws, Housing and Urban Development and IRS Tax Credit Program requirements.

Don McClure

Comptroller

Mr. McClure is the Comptroller of Quantum Real Estate Management. He oversees all aspects of the Accounting Operations. He brings over 15 years of experience in Accounting and Finance. Mr. McClure also brings experience interacting with the big four accounting firms engaged in large scale, quarterly and year end audits.

He served as the Accounting Manager of an established real estate company which owned properties across the Washington Metropolitan area generating over $250M in gross revenue. During his tenure he developed and oversaw the property accounting department. The core business covered Residential, Office, Retail, Medical Office and Industrial property types along with ground up development projects.

His experience covers many functional areas that include Policy and Controls, Financial Statements, Accounts Receivable, Accounts Payable, Fixed Assets, Contract Implementation, Billing, Revenue/Expense Planning, Budgets and Reporting.

Mr. McClure holds two degrees a Bachelor of Science in Finance along with a Masters of Business Administration. To stay abreast of real estate industry standards he routinely attends various conferences, forums, roundtables, webcasts and seminars organized by industry leaders.

Diane Fitzgerald, CPM®

Senior Regional Manager

Ms. Fitzgerald is a Regional Manager at Quantum. She brings over 20 years of experience in property management to the company and is currently responsible for seven apartment communities.

Ms. Fitzgerald’s current responsibilities include staffing, marketing, creating budgets, conducting inspections, maintenance, capital expenditures and improvements, specifications and contracting, reserve for replacement analysis and day-to-day operations. She has conducted lender conformance/inspections, problem solving seminars, human resources management and risk management training. She has also devised and implemented marketing programs, conducted sales training and resident retention programs, directed ad campaigns and created promotional materials.

Ms. Fitzgerald commenced her career in property management with a local Washington Metropolitan company during which time she assisted in all aspects of the daily company operations. Her responsibilities included placement of insurance coverage, troubleshooting, training and all other issues that directly or indirectly impact value-added property management services.

Ms. Fitzgerald has also been associated with a large, national management company in addition to local management companies managing both third party institutional assets as well as owner-managed assets. Key experience includes managing properties from 100 to 1,000 units, market rate and subsidized, tax credit, family and senior communities.

Ms. Fitzgerald is a Certified Property Manager and was awarded “CPM of the Year” for 1996 by the Institute of Real Estate Management, Chapter 77 for which she is an active and dedicated member.

Shirley Jones, COS, CTS

Compliance Specialist

Ms. Jones is a Compliance Manager at Quantum. She has over 20 years of experience in property management, compliance and training. She is currently responsible for ensuring that Quantum’s properties are in full compliance with HUD and Tax Credit regulations.

Ms. Jones’s current responsibilities include reviewing leases and certifications to ensure that all resident files are in full compliance with the HUD and/or LIHTC regulations. Ms. Jones is responsible for auditing the resident files at all existing and newly managed Quantum properties. She assists in the training of on-site management staff and is the Quantum Compliance Manager to ensure accuracy and compliance with all regulations concerning HUD and LIHTC projects.

Ms. Jones began her career in property management in 1986 as an Assistant Manager for JBG Properties, a property management company. She was promoted to Resident Manager within one year and placed in charge of a HUD Section 236 property. Her responsibilities included staff management, rent collection, account reconciliation, and program compliance. Ms. Jones career in property management included the leasing and marketing of subsidized and LIHTC communities, hiring, training, and developing staff, ensuring program compliance, and the lease-up of a newly constructed Tax Credit property.

Ms. Jones is continually attending classes and seminars to stay abreast of changes in the property management industry and compliance issues. She is a Certified Occupancy Specialist and a Certified Tax Credit Specialist.

Amy Jones, CMCA, HCCP, COS

Regional Manager

Ms. Jones is a Regional Manager for Quantum; with properties in Virginia, the District of Columbia and Maryland. She brings over 12 years experience in property management and oversees several communities consisting of a Condominium Association, a Cooperative, Senior Tax Credit apartments and Senior HUD Section-8 apartments.

Ms. Jones’ current responsibilities include; supervising site personnel, hiring, employee training and development, income and expense tracking, oversight on capital improvement projects, contract negotiations and bidding. With regards to maintenance, site visits occur frequently to perform inspections that ensure the staff and contractors are fulfilling their duties with regards to repairs or improvements and to check the quality of the preventive maintenance performed at each property.

Ms. Jones started her career in property management in 1997 as a Corporate Operations Director in Richmond, VA. She handled accounts payables, receivables, employee benefits, payroll applicant approvals and served as controller for 16 apartment communities that held 53 bank accounts totaling over $11 million. The success of the firm resulted in a sale in 2001and Ms. Jones moved on site as a Property Manager, working her way to Compliance Manager, District Manager and then to a Regional Manager.

Ms. Jones is currently enrolled in the Professional Management Development Program to achieve her PCAM designation. Her current designations include; Certified Manager of Community Associations (CMCA), Housing Credit Certified Professional (HCCP) and Certified Occupancy Specialist (COS).

Michele Lingenfelter, COS

Regional Manager

Ms. Lingenfelter is a Regional Manager at Quantum. She brings 20 years of experience in property management, specializing in senior housing programs. She is currently responsible for five apartment communities, several group homes, a Senior Center, and an Adult Day Center.

Ms. Lingenfelter’s current responsibilities include; budget development and training, property inspections, supervision of on-site personnel, over site of property expenditures, development of contractor specifications, and day to day operations.

Ms. Lingenfelter started her career in property management with a local Washington D.C. Metropolitan company at a low income senior community. While there she was responsible for daily operations including all rent collections, certifications, and paperwork necessary to maintain compliance with the HUD 236/RAP program. After receiving her AHM designation she joined Quantum in 1998 and opened a new LIHTC senior property. In addition to day to day operations, Ms. Lingenfelter oversaw the development and opening of several phases of new senior housing construction.

Ms. Lingenfelter is a certified Tax Credit Specialist, Senior Housing Specialist, and earned her COS from the National Center for Housing Management. She holds the designation of an Accredited Residential Manager (ARM®) through the Institute of Real Estate Management (IREM), and is a member of IREM Chapter 77 where she is currently a CPM® Candidate. Ms. Lingenfelter holds a Masters in Public Administration from American University.
