Margaret P. Bessette, CPM®
Ms. Bessette is the President of Quantum Real Estate Management. She is directly responsible for the activities of all departments of the corporation and, sets all corporate policies and procedures. Ms. Bessette is also the President of Aequalis, Inc a development firm involved in the development of low income housing in the Washington, DC Metropolitan area.
During her tenure as Assistant Vice President of a large, prominent Washington Metropolitan area real estate firm, she was awarded the “1986 Leadership Award” by her employer. In 1998, the Property Management Association awarded her the “Stanley Reid Humanitarian Award” for her work with non-profit organizations in the community. In November 2012, Ms. Bessette was recognized by the Property Management Association with the Alvin L. Sussman Award for outstanding advancement in the property management profession.
Her expertise in property management and her hands-on experience is diverse and spans in excess of 30 years. It includes all aspects of residential, government subsidized, condominiums and commercial management. Throughout her property management career, she has concentrated on senior citizen housing and residential management.
Ms. Bessette’s professional affiliations include active membership in the (Northern Virginia) IREM Chapter 77 where she served as its President in 1989. In 1987 she was awarded the “Certified Property Manager of the Year” award by the IREM Northern Virginia Chapter 77.
Currently, Ms. Bessette, CPM® is the current Past President of the Mid-Atlantic Affordable Housing Management Association (AHMA). She is also a member of the Advisory Board the Washington Metropolitan Cystic Fibrosis Foundation and a member of the Daniel Housing Corporation Board of Directors.
Ms. Bessette holds a Bachelor of Arts degree in Education and has achieved the designation of Certified Property Manager, Certified Occupancy Specialist, and Accredited Resident Manager. She holds her real estate broker’s license in the State of West Virginia, Commonwealth of Virginia, State of Maryland and the District of Columbia. She continues attending seminars and classes to stay abreast of changes in the property management industry, regulations, laws, Housing and Urban Development and IRS Tax Credit Program requirements.
Vice President of Operations
Andrew Drier is Vice President of Operations at Quantum Real Estate Management. He is responsible for the day to day property management operations. He oversees the performance of the properties. He is responsible for the development and maintaining relationships with HUD, federal, state and local government, suppliers and contractors.
Prior to coming to Quantum, Mr. Drier has over 28 years of experience in property management. His prior portfolios have been communities throughout the Mid-Atlantic region totaling up to 30,000 apartments once valued at 1 billion dollars. He has held various senior level positions with companies including Westminster Management, Sawyer Realty Holdings, Grady Management and Polinger Shannon & Luchs.
Mr. Drier has held the position of Region 1 Vice President of the National Apartment Association and a Board member of the Maryland Multi Housing Association. He is a member of AOBA, IREM, MMHA and PMA.
Joseph Fuda is the Comptroller of Quantum Real Estate Management. He oversees all aspects of the Accounting Operations and has over 25 years of experience in the areas of Accounting and Audit. He also brings experience with accounting in an affordable housing, market rate housing, commercial real estate, and construction and development environments.
Prior to coming to Quantum Real Estate Management he was the Financial Controller for a large multi-national fully integrated real estate company. In this capacity, he was responsible for the accounting, budgeting, and financial reporting for residential and commercial properties as well as the coordination of the annual audits. This experience has also included implementation of financial software programs and enhancements.
His experience also includes other core areas of accounting such as financial reporting, accounts receivable and accounts payable management, audits, debt and cash flow monitoring, and banking relationships and compliance.
Mr. Fuda holds a Masters of Accounting degree from the Lipscomb University. He also holds the designation of Certified Property Manager (CPM®) through the Institute of Real Estate Management (IREM).
Florence Thomas, PHR, CPP
Human Resource Director
Florence Thomas is the Human Resource Director of Quantum Real Estate Management. She oversees all aspects of Human Resources and brings over 15 years of experience in the areas of Human Resource and Payroll Administration.
Prior to coming to Quantum Real Estate Management she was Human Resource Officer for OBA Bank in Germantown, Maryland. In this capacity, she worked closely with senior management and was responsible for benefits administration, employee relations, training, performance management, on-boarding, policy implementation and payroll administration.
Ms. Thomas holds a Bachelor of Arts degree in Political Science from the University of Liberia, Master of Business Administration from the University of Phoenix, certification in Human Resource Management from the Society of Human Resource Management (SHRM) and certification from the American Payroll Association (APA). She is professionally affiliated with and a member of SHRM, APA and has continuing education in all areas of Human Resource and Payroll Administration.
Margaret Callaway, ARM®, COS, TCS
Ms. Callaway is Compliance Manager at Quantum. She over 15 years of experience in property management and compliance. She is currently responsible for ensuring that Quantum’s properties are in full compliance with HUD and Tax Credit regulations.
Ms. Callaway’s current responsibilities include reviewing leases and certifications to ensure that all resident files are in full compliance with the HUD and/or LIHTC regulations. Ms. Callaway is responsible for auditing the resident files at all existing and newly managed Quantum properties. She assists in the training of on-site management staff and is the Quantum Compliance Manager to ensure accuracy and compliance with all regulations concerning HUD and LIHTC projects.
Ms. Callaway began her career in property management in 2000 as a Certification Specialist for Island Walk Cooperative. She was promoted to Assistant Property Manager and became a member of the Quantum team in 2003 when Island Walk became a layered HUD Section 8/LIHTC property. During her time at Island Walk, Ms. Callaway was responsible for the initial LIHTC certification of residents as the property was under complete rehabilitation and residents were relocated. Ms. Callaway was promoted to Property Manager and continued as rehabilitation was completed. In 2007, Ms. Callaway was given the opportunity to manage Marywood Apartments, a HUD Section 202/8 property managed by Quantum. Her responsibilities included staff management, rent collection, account reconciliation, and program compliance. Ms. Callaway became Quantum’s Certification Manager in 2015 after assisting Quantum in other aspects of the company’s compliance management.
Ms. Callaway is continually attending classes and seminars to stay abreast of changes in the property management industry and compliance issues. She is a 1997 graduate of Wingate University with a BA in English and is an Accredited Residential Manager®, Certified Occupancy Specialist, and Tax Credit Specialist.
Shirley Jones, COS, CTCS, BOS
Ms. Jones is a Regional Manager at Quantum. She brings over 20 years of experience in property management to the company and is currently responsible for five communities.
Ms. Jones’s current responsibilities include staffing, creating budgets, conducting inspections of the physical asset, supervising maintenance for safety and cost effectiveness, capital expenditures and improvements, specifications and contracting, reserve for replacement analysis and day-to-day operations.
Ms. Jones began her career in property management in 1986 as an Assistant Manager for JBG Properties, a property management company. She was promoted to Resident Manager within one year and placed in charge of a HUD Section 236 property. Her responsibilities included staff management, rent collection, account reconciliation, and program compliance. Ms. Jones career in property management included the leasing and marketing of subsidized and LIHTC communities, hiring, training, and developing staff, ensuring program compliance, and the lease-up of a newly constructed Tax Credit property.
Ms. Jones is continually attending classes and seminars to stay abreast of changes in the property management industry and compliance issues. She is a Certified Occupancy Specialist and a Certified Tax Credit Specialist.
Patricia Brempell, RPA, CDPM
Ms. Brempell is a Regional Manager at Quantum. She brings over 30 years of experience in property management to the company and is currently responsible for six communities.
Ms. Brempell’s current responsibilities include staffing, creating budgets, conducting inspections of the physical asset, supervising maintenance for safety and cost effectiveness, capital expenditures and improvements, specifications and contracting, reserve for replacement analysis and day-to-day operations. She has conducted various training programs specializing in fair housing, leasing techniques and customer service seminars.
Ms. Brempell started her career in property management in Phoenix, Arizona, after attending college for economics and accounting. Entering the business as a leasing consultant and learning every aspect of the business prepared her to specialize in new construction or major renovation projects for over 17 years. Ms. Brempell has worked in conventional property management overseeing large portfolios of up to 13 properties, has worked in privatized military housing, and has been a department trainer and marketer for a local Northern Virginia property management company.
Ms. Brempell has been a member of local property management associations, has held a seat on the Alexandria Fair Housing Board and has accreditations from BOMI, IREM & NAA. Ms. Brempell joined the Quantum family in 2012.
Sandra Budock, ARM®
Ms. Sandra Budock began working for Quantum in 1986 in an administrative position. Her desire to work hard and her involvement in the company continued to grow. Throughout the years Ms. Budock has had a multitude of tasks including the Director of Human Resources, Office Manager.
With her years of experience in the different operational departments of Quantum, Ms. Budock has naturally evolved into a Regional Property Manager. Her excellent abilities to prepare and analyze budgets, oversee the operations of the properties, work to motivate the staff and to deal with the suppliers and contractors are commendable.
Sandy serves as the Regional Manager for a mixed portfolio of Condominiums and affordable properties that include Low Income Tax Credit and HUD communities.
Ms. Budock is a member of the Society for Human Recourse Management and received a certificate in of Achievement through the SHRM Learning System in 2011. Ms. Budock is a member of IREM and earned the designation of Accredited Resident Manager, ARM®. She continues to attend seminars and classes to stay abreast of changes in Property Management.
Ms. Tracey D’Andrade is a Regional Manager with Quantum Real Estate Management. She has over 15 years’ experience in the property management and affordable housing industry. She started as a Property Manager with the Quantum family in 2012 and was promoted to Regional Manager in January of 2017.
Ms. D’Andrade is currently responsible for overseeing the owner’s physical asset in her portfolios by optimizing cash flow and making recommendations to the property’s capital assets. Her daily duties include supporting and training onsite staff members as well as demonstrating leadership and guidance for her teams. Tracey also conducts property inspections, prepares budgets, and reviews monthly financial and variance reports. Ms. D’Andrade’s portfolio consists of low income housing for seniors and families so she prepares staff for mandated inspections and audits by staying abreast on the latest Department of Housing and Urban Development (HUD) regulations and guidelines.
Ms. D’Andrade is a Certified Occupancy Specialist and Certified Manager of Housing through the National Center for Housing Management. She is also a current member of the Institute of Real Estate Management (IREM) and holds an ARM® designation. Ms. D’Andrade is taking classes and looking forward to obtaining her CPM® with IREM in the near future.
