I. Basic Function

        A. Responsible for maintaining the integrity of the physical property and
            maximizing the returns from the asset in accordance with the owner's    
            objectives.

        B. Responsible for training and development of all personnel assigned.

        C. Assist President with special projects, administrative tasks and other
            non-property management related work.

        D. Keep owners and Quantum senior management informed regarding the
            performance of the property and personnel.

II. Relationships

        A. Reports to President of Quantum.

        B. Supervises all on-site personnel at properties assigned and personnel
            assigned on special projects.

        C. Maintains relationships with other departments within Quantum, including
            accounting, personnel, etc.

        D. Maintains relationships with clients, the community, HUD, federal, state
            and local governments, etc.

        E. Maintains relationships with suppliers, vendors, and professionals servicing
            the company and/or property.

III. Responsibilities

        A. Maintaining the physical asset:

            1. Supervises the maintenance staff;

            2. Develops/implements preventive maintenance plan and policies;

            3. Delegates and supervises scheduling of maintenance work;

            4. Completes regular inspections and follow-up on maintenance work;

            5. Selects, supervises and reviews all contractual services;

            6. Confirms that all vacant units/areas are ready to lease;

            7. Regularly inspects grounds, interior hallways and all common areas;

            8. Approves expenditures up to $1,000;

            9. Approves orders for all maintenance and cleaning supplies, materials
                and equipment;

            10. Makes recommendations for physical repairs and/or capital
                  replacements;

            11. Has knowledge and utilizes caution to identify and avoid liability issues.

        B. Marketing and Leasing:

            1. Supervises Resident Manager and/or leasing personnel;

            2. Approves all advertising and marketing programs. Promotes fair housing
                and affirmative marketing with staff.

            3. Reviews all rental applications and lease forms for accuracy and
                compliance with resident policy;

            4. Makes recommendations to improve marketing and leasing programs.

        C. Rent Management:

            1. Maintains effective resident relations;

            2. Supervises rent collection policies and implementation of collection
                programs.

        D. Financial reporting and control:

            1. Accurate preparation of budget;

            2. Prepares monthly financial/management reports and explanation of
                variances;

            3. Approves purchase orders and invoices for payment;

            4. Makes recommendations for more efficient use of allocated funds.

        E. Administration:

            1. Prepares management plan;

            2. Handles employee selection, training and control and assures that all
                supervised employees comply with the appropriate policies and
                procedures. Exercises equal opportunity;

            3. Prepares/performs on-site employee evaluation;

            4. Interfaces with outside professionals regarding legal, accounting,
                insurance, tax, and other matters, as appropriate;

            5. Assesses insurance needs of the property in conformance with
                owner's needs;

            6. Completes all duties in a professional and timely manner;

            7. Handles any emergencies that may arise on site;

            8. Communicates all problems and makes recommendations to
                immediate supervisor.

            9. Understands property owner's goals and objectives.

            10. Serves as on-call representative providing evening, weekend and
                  holiday emergency service;

IV. Qualifications

        A. College graduate preferred.

        B. Minimum three years property management experience.

        C. Minimum of one year of managerial experience, supervising five or
            more subordinates.

        D. Experience managing residential/commercial buildings.

        E. Certified Property Manager (CPM®) a plus.

        F. Knowledge of Microsoft Office and MicroHUD a plus.

V. Physical Requirements

        A. Good physical health.

        B. Able to converse with public over telephone and in person.

C. Vision - ability to read mail and faxes.

        D. Lifting - up to 20 pounds - small boxes, mail, etc.

E. Push/Pull - opening drawers, pushing boxes, light loads.

F. Carrying - up to 20 lbs., small boxes, interoffice envelopes, mail,
    copy paper.

G. Walking - short distances depending on size of property and stair
    climbing on a daily basis.

VI. Scope and Compensation Package

        A. Salary commensurate with level of experience.

        B. One week paid vacation first year; two weeks paid vacation second year;
            three weeks paid vacation third through ninth year; four weeks paid
            vacation ten years and beyond.

C. After ninety days, eligible to participate in company insurance plan.

D. Six paid sick days for first year and twelve each year after.

E. Automobile allowance.

F. Participation in company 401(k) Plan.
