Margaret P. Bessette, CPM®
As the President of Quantum Real Estate Management, LLC, AMO®, Margaret is directly responsible for the activities of all departments of the corporation and sets all corporate policies and procedures. She is also the President of Aequalis, Inc. – a development firm involved in the development of low-income housing in the Washington, DC Metropolitan area.
During her tenure as Assistant Vice President of a large, prominent Washington Metropolitan area real estate firm, she was awarded the “1986 Leadership Award” by her employer. In 1998, the Property Management Association (PMA) awarded her the “Stanley Reid Humanitarian Award” for her work with non-profit organizations in the community. In November 2012, Margaret was recognized by the PMA with the Alvin L. Sussman Award for outstanding advancement in the property management profession.
Her expertise in property management and her hands-on experience is diverse and spans in excess of 35 years. It includes all aspects of residential, government subsidized, condominiums and commercial management. Throughout her property management career, she has gained expertise in affordable housing for seniors and families.
Margaret’s professional affiliations include active membership in the (Northern Virginia) IREM Chapter 77 where she served as its President in 1989. In 1987, she was awarded the “Certified Property Manager of the Year” award by the IREM Northern Virginia Chapter 77.
Currently, Margaret is a Past President of the Mid-Atlantic Affordable Housing Management Association (AHMA) and continues serving on the Board of Directors. She is also a member of the Advisory Board for the Washington Metropolitan Cystic Fibrosis Foundation, a member of the American Village Communities Board of Directors and a member of the Daniel Housing Corporation Board of Directors.
Margaret holds a Bachelor of Arts degree in Education and has achieved the designation of Certified Property Manager (CPM®), Certified Occupancy Specialist (COS), and Accredited Resident Manager (ARM®). She holds her real estate broker’s license in the State of West Virginia, Commonwealth of Virginia, State of Maryland and the District of Columbia. She continues attending seminars and classes to stay abreast of changes in the property management industry, regulations, laws, HUD and IRS Tax Credit Program requirements.
Vice President of Operations
Andrew is the Vice President of Operations at Quantum Real Estate Management, LLC, AMO®. He is responsible for the day-to-day property management operations. He oversees the performance of the properties. He is responsible for the development and maintaining relationships with HUD, federal, state and local government, suppliers/vendors and contractors.
Prior to coming to Quantum, Andrew had over 28 years of experience in property management. His prior portfolios have been communities throughout the Mid-Atlantic region totaling up to 30,000 apartments once valued at 1 billion dollars. He has held various senior level positions with companies including Westminster Management, Sawyer Realty Holdings, Grady Management, and Polinger Shannon & Luchs.
Andrew has held the position of Regional Vice President of the National Apartment Association (NAA) and a Board member of the Maryland Multi-Housing Association (MMHA). He is a member of Institute of Real Estate Management (IREM) and Property Management Association (PMA).
Margaret Callaway, ARM®, COS, TCS
Vice President of Compliance
Margaret is the Vice President of Compliance at Quantum Real Estate Management, LLC, AMO®. With over 20 years of experience in property management and compliance, she is responsible for ensuring that all properties are in full compliance with HUD and Low-Income Housing Tax Credit (LIHTC) regulations.
Margaret is continually attending classes and seminars to stay abreast of changes in the property management industry and compliance issues. She is a 1997 graduate of Wingate University with a Bachelor of the Arts in English and is an Accredited Residential Manager®, Certified Occupancy Specialist (COS), and Tax Credit Specialist (TCS), and is an active Certified Property Manager (CPM) candidate.
Nilima is the Controller of Quantum Real Estate Management, LLC, AMO®. She oversees all aspects of the Accounting Operations and has over 20 years of experience in the areas of Accounting and Financial Management from India, Denmark and United Sates. She brings experience in residential property management, affordable housing, commercial real estate management, construction and development along with Non-profit organizations.
Prior to coming to Quantum Real Estate Management, she was the Accounting Manager and Controller for large commercial real estate management/development companies. In this capacity, she was responsible for directing, managing, and reviewing Multiple LLC’s accounting, budgeting and financial reporting for retail and commercial properties, in addition to coordinating the annual audits.
Her experience also includes other core areas of accounting such as financial reporting, accounts receivable and accounts payable management, audits, debt and cash flow monitoring, banking relationships and compliance, payroll management, refinancing, etc.
Ms. Hardikar holds a Graduate degree in Accounting and Financial Management from University of Mumbai, India and 2 Undergrad degrees from University of Mumbai, India and DeVry University, USA. She is well versed in 4 difference languages.
Assistant Vice President of Operations
Lisa is the Assistant Vice President of Operations at Quantum Real Estate Management, LLC, AMO®. She is responsible for supporting oversight of the day-to-day property management operations and financial performance of the properties, personnel management, staff development and operating issues. Lisa also assists with risk management, financial controls and project management relating to building repairs and capital projects.
Prior to Quantum, Lisa worked with local companies in the DC area such as The Donaldson Group, Polinger, Shannon and Luchs and both residential and commercial sides of The Charles E. Smith Companies. Lisa has held various senior level positions and was responsible for the oversight and operations of mixed-use, residential, commercial, and retail portfolios.
Lisa is certified and licensed as a DC Property Manager and DC Inclusionary Zoning and Affordable Dwelling Unit Program Manager (IZ/ADU), Community Apartment Manager (CAM) and is a member of the National Apartment Association (NAA), Maryland Multi-Housing Association (MMHA), Apartment and Office Building Association (AOBA), Institute of Real Estate Management (IREM) and Property Management Association (PMA). Lisa earned a degree in English Literature from Bradley University.
Elizabeth A. Vakos
Assistant Vice President
Elizabeth brings over 25 years of property management experience and serves as Assistant Vice President at Quantum Real Estate Management, LLC, AMO®. As part of the Executive Management Team, she is part of making decisions and implementing strategies to forward the company and provide optimum performance. Simultaneously, Elizabeth oversees a portfolio of high-profile properties, ensuring that ownership goals are achieved, and all financial/business benchmarks are met.
Prior to coming to Quantum Real Estate Management, Elizabeth worked in the property management industry in various markets throughout the United States, including South Florida, Hampton Roads/Tidewater, Indianapolis and Chicago. Elizabeth was also a National Account Manager for For Rent Magazine/For Rent.com, overseeing the Southeastern United States.
Elizabeth has additional expertise in marketing, promotional/business writing, policy/procedure creation and implementation, training and conference/event planning. Her experience encompasses longstanding participation and membership in national, state, and local apartment associations in the markets where she has operated, to include serving on numerous committees and boards.
Elizabeth holds a cum laude B.F.A from Virginia Commonwealth University and is also a licensed Real Estate Agent in Virginia.
Florence Thomas, PHR, SHRM-CP
Human Resource Director
Florence is the Human Resource Director at Quantum Real Estate Management, LLC, AMO®. She oversees all aspects of Human Resources and brings over 15 years of experience in recruiting, performance management, career development, employee relations, benefits, compensation, payroll, and compliance issues.
Florence is a Certified Professional in Human Resources (PHR), a Society for Human Resource Management Certified Professional (SHRM-CP), a member of the Society of Human Resource Management (SHRM), and a member of the Montgomery County SHRM Chapter. She holds a Bachelor of Arts degree in Political Science from the University of Liberia and a Master of Business Administration from the University of Phoenix.
Alexis Dockery, ARM®, COS, TCS, CMH, FHC
Assistant Compliance Manager
Alexis is the Assistant Compliance Manager for Quantum Real Estate Management, LLC, AMO®. Alexis has over 9 years of experience in property management and compliance and assists in ensuring full compliance with all HUD and Low-Income House Tax Credit (LIHTC) regulations. Alexis is a University of Maryland Global Campus graduate with a Bachelor of Science Degree in Investigative Forensics. Alexis is a member of the Institute of Real Estate Management (IREM) with an Accredited Residential Manager® designation. She is also a Certified Occupancy Specialist (COS), Certified Manager of Housing (CMH), Fair Housing Coordinator (FHC), and a Tax Credit Specialist (TCS).
Sandra Budock, ARM®, SHRM
Sandra is a Regional Manager at Quantum Real Estate Management, LLC, AMO®, for a mixed portfolio of condominiums and affordable properties that include Low Income Tax Credit (LITC) and HUD communities. Since 1986, she has had a multitude of positions at Quantum, including Director of Human Resources and Office Manager. Today, she is responsible for preparing and analyzing budgets, overseeing the operations of properties, motivating staff, and dealing with suppliers and contractors. Sandra is a member of the Society for Human Resource Management (SHRM) and Institute of Real Estate Management (IREM), with a designation of Accredited Resident Manager, (ARM®).
Jenny Rufino, ARM®, COS
Jenny is a Regional Manager at Quantum Real Estate Management, LLC, AMO®. She brings over fifteen years of experience in property management to the company and is currently responsible for Fairfax County Scattered Sites – North Side and Cedar Ridge communities.
Jenny’s current responsibilities include staffing, conducting inspections of the physical assets, supervising maintenance for safety and cost effectiveness, capital expenditures and improvements, specifications and contracting, reserve replacement and bidding, training and team growth and day-to-day operations. She is a Certified Occupancy Specialist and a current member of the Institute of Real Estate Management (IREM) with a designation of Accredited Resident Manager (ARM ®).
Jenny started her career in property management in Silver Spring, MD entering the business as a Recertification Specialist and learning every aspect of the business prepared her to specialize in Low Income Housing Tax Credit and Housing Urban Development. Jenny has worked in conventional property management overseeing large portfolios of up to eleven properties in Washington, DC for over seven years.
Juan Pablo Rodriguez, ARM®, COS
Pablo is a Regional Property Manager at Quantum Real Estate Management, LLC, AMO®. He brings with him twenty years of diverse property management experience, encompassed in a unique leadership style focused on exceptional customer service and professional team growth. His work history includes management of low-income housing, community renovations, and conventional properties. At the moment, Pablo oversees a portfolio of close to six hundred units, including scattered sites and stand-alone communities.
Currently, Pablo’s responsibilities include the creation and submission of budgets, compiling property reports, physically inspecting all assets, as well as overseeing all aspects of maintenance, vendor relations, and general operations. Pablo has vast experience directing training sessions for management groups, and providing OSHA-required training to maintenance teams.
Pablo is a Certified Occupancy Specialist and holds an ARM accreditation from IREM.
Sherraine Rawlins-Bacchus, ARM®
Sherraine is a Regional Manager at Quantum Real Estate Management, LLC, AMO®.. She brings 29 years of property management experience with a focus on affordable properties that include but are not limited to LIHTC, Senior Housing, and HUD regulated communities. Sherraine is regarded as a dynamic problem solving professional, hyper focused on maximizing operational efficiencies, strategic planning, physical and financial sustainability, and Asset Management. Her leadership experience focuses on building collaborative relationships with staff through training, support, and creating opportunity for growth.
At Quantum, Sherraine’ s responsibilities include:
Overseeing the management of a mixed portfolio consisting of Co-Ops, Senior LIHTC, and low income communities in MD, DC, and VA. Developing working relationships with governing Boards to meet their objectives, while properly positioning the property for financial sustainability, and participating in the DEI (Diversity, equity and inclusion) Council.
Sherraine is a CPM candidate, and holds an ARM accreditation from IREM. In addition, Sherraine has earned designations from NAHRO, NCHM, Quadel, and Spectrum Enterprises.
Jheri Oliver, ARM®, COS, CMM, TCS
Jheri brings over fifteen years of property management experience, specifically catering to affordable communities. She is currently responsible for overseeing two affordable senior communities based in Washington D.C. and Bladensburg, MD. Jheri is a member of the Institute of Real Estate Management (IREM) with an Accredited Residential Manager® designation. She is also a Certified Occupancy Specialist (COS), Certified Manager of Maintenance (CMM), and a Tax Credit Specialist (TCS). Jheri holds a Bachelor of Science Degree in Public Administration from Virginia State University.
Zahra Osman, ARM®
Jr. Regional Manager
Zahra Osman brings over 6 years of experience and recently joined our portfolio as a Junior Regional Property Manager. In the beginning stages of her real estate career, she managed to climb the ladder very quickly which resulted in administering 600+ units within her first 2 years. Zahra prides herself in public relations and customer service which has influenced positive word of mouth and return business. She enjoys learning about engineering and construction, along with managing capital expenditure projects.
Zahra is certified and licensed as a DC Property Manager, National Apartment Leasing Professional of the National Apartment Association (NAA), and an Accredited Residential Manager (ARM) of the Institute of Real Estate Management (IREM), and is actively pursuing her Certified Property Manager (CPM) credential to enhance her real estate career.
