Margaret Bessette

Margaret P. Bessette, CPM®
President

As the President of Quantum Real Estate Management, LLC, AMO®, Margaret is directly responsible for the activities of all departments of the corporation and sets all corporate policies and procedures. She is also the President of Aequalis, Inc. – a development firm involved in the development of low-income housing in the Washington, DC Metropolitan area.

During her tenure as Assistant Vice President of a large, prominent Washington Metropolitan area real estate firm, she was awarded the “1986 Leadership Award” by her employer. In 1998, the Property Management Association (PMA) awarded her the “Stanley Reid Humanitarian Award” for her work with non-profit organizations in the community. In November 2012, Margaret was recognized by the PMA with the Alvin L. Sussman Award for outstanding advancement in the property management profession.

Her expertise in property management and her hands-on experience is diverse and spans in excess of 35 years. It includes all aspects of residential, government subsidized, condominiums and commercial management. Throughout her property management career, she has gained expertise in affordable housing for seniors and families.

Margaret’s professional affiliations include active membership in the (Northern Virginia) IREM Chapter 77 where she served as its President in 1989. In 1987, she was awarded the “Certified Property Manager of the Year” award by the IREM Northern Virginia Chapter 77.

Currently, Margaret is a Past President of the Mid-Atlantic Affordable Housing Management Association (AHMA) and continues serving on the Board of Directors. She is also a member of the Advisory Board for the Washington Metropolitan Cystic Fibrosis Foundation, a member of the American Village Communities Board of Directors and a member of the Daniel Housing Corporation Board of Directors.

Margaret holds a Bachelor of Arts degree in Education and has achieved the designation of Certified Property Manager (CPM®), Certified Occupancy Specialist (COS), and Accredited Resident Manager (ARM®). She holds her real estate broker’s license in the State of West Virginia, Commonwealth of Virginia, State of Maryland and the District of Columbia. She continues attending seminars and classes to stay abreast of changes in the property management industry, regulations, laws, HUD and IRS Tax Credit Program requirements.

Andrew Drier
Senior Vice President

Andrew is the Senior Vice President of Operations at Quantum Real Estate Management, LLC, AMO®. He is responsible for the day-to-day property management operations. He oversees the performance of the properties. He is responsible for the development and maintaining relationships with HUD, federal, state and local government, suppliers/vendors and contractors.

Prior to coming to Quantum, Andrew had over 28 years of experience in property management. His prior portfolios have been communities throughout the Mid-Atlantic region totaling up to 30,000 apartments once valued at 1 billion dollars. He has held various senior level positions with companies including Westminster Management, Sawyer Realty Holdings, Grady Management, and Polinger Shannon & Luchs.

Andrew has held the position of Regional Vice President of the National Apartment Association (NAA) and a Board member of the Maryland Multi-Housing Association (MMHA). He is a member of Institute of Real Estate Management (IREM) and Property Management Association (PMA).

Margaret Callaway

Margaret Callaway, ARM®, COS, TCS
Vice President of Compliance

Margaret is the Vice President of Compliance at Quantum Real Estate Management, LLC, AMO®. With over 20 years of experience in property management and compliance, she is responsible for ensuring that all properties are in full compliance with HUD and Low-Income Housing Tax Credit (LIHTC) regulations.

Margaret is continually attending classes and seminars to stay abreast of changes in the property management industry and compliance issues. She is a 1997 graduate of Wingate University with a Bachelor of the Arts in English and is an Accredited Residential Manager®, Certified Occupancy Specialist (COS), and Tax Credit Specialist (TCS), and is an active Certified Property Manager (CPM) candidate.

Brian Alexander, CPM®, AHM, HCCP
Vice President

Brian is a Vice President at Quantum Real Estate Management, LLC, AMO® and brings over 20 years of property management experience. At Quantum, Brian’s responsibilities include but are not limited to overseeing the management of a mixed portfolio consisting of Co-Ops, Affordable, Conventional, and low-income communities in Maryland and the District of Columbia.

Brian has a diverse background in affordable, conventional, senior living, and new construction housing. He also has an extensive background in HUD Section 8, mixed income, and LIHTC. Brian has a vast knowledge of renovations and property takeovers and has completed multiple lease-ups. He has managed properties in MD, DC, VA, NJ, and KY.

Brian’s success is related to his ability to mentor, build, and develop strong teams. He engages with clients and builds a strong working relationship with his clients to ensure client satisfaction and long-term relationships.

Mr. Alexander’s designations include DC Property Managers License, Certified Professional of Occupancy (CPO), Assisted Housing Manager (AHM), Housing Credit Certified Professional (HCCP), and is a member of the Institute of Real Estate Management (IREM).

Dominick DiNofrio
Controller

Dominick is the Controller at Quantum Real Estate Management, LLC, AMO whose responsibilities include overseeing all aspects of the accounting department, including team, audits, and financial reporting.

Prior to coming to Quantum, Mr. DiNofrio spent over 17 years in the property management industry. His previous portfolio consisted of 77 multifamily residential properties with +25k units valued over $4.5 billion. He served as Director of Accounting at Southern Management LLC for 15 years.

Mr. DiNofrio is a lifelong learner and attends classes and seminars to stay current on industry trends. He is a 1990 graduate of Edinboro University with a BS in Business Administration and attended NOVA and George Mason to supplement his education.

Florence Thomas

Florence Thomas, PHR, SHRM-CP
Human Resource Director

Florence is the Human Resource Director at Quantum Real Estate Management, LLC, AMO®. She oversees all aspects of Human Resources and brings over 15 years of experience in recruiting, performance management, career development, employee relations, benefits, compensation, payroll, and compliance issues.

Florence is a Certified Professional in Human Resources (PHR), a Society for Human Resource Management Certified Professional (SHRM-CP), a member of the Society of Human Resource Management (SHRM), and a member of the Montgomery County SHRM Chapter. She holds a Bachelor of Arts degree in Political Science from the University of Liberia and a Master of Business Administration from the University of Phoenix.

Victor Kflu
Assistant Controller

Victor Kflu is the Assistant Controller at Quantum Real Estate Management, LLC, AMO®. He is responsible for financial reporting and assisting the Controller in the preparation of annual audits for multiple sets of property books that Quantum manages. He has a broad-based background in public accounting, financial reporting, business analysis and budgeting and forecasting.

Most recently, prior to joining Quantum Real Estate Management, Victor worked in corporate accounting with Liquidity Services Inc. and as a Staff Accountant with
CohnReznick LLC working on financial audits and taxes of government contractors and commercial entities.

His diverse experiences also include a tenure as a Financial Products Controller with the Royal Bank of Scotland in New York City where he was responsible for analyzing market data and producing the trading P&L for Interest Rate Derivatives Swaps books.

Victor Kflu holds a Master of Science in Accounting (MSA) from American University in Washington, DC, and an undergraduate degree in Finance from the State University of
New York at Fredonia.

Sandra Budock

Sandra Budock, ARM®, SHRM
Regional Manager

Sandra is a Regional Manager at Quantum Real Estate Management, LLC, AMO®, for a mixed portfolio of condominiums and affordable properties that include Low Income Tax Credit (LITC) and HUD communities. Since 1986, she has had a multitude of positions at Quantum, including Director of Human Resources and Office Manager. Today, she is responsible for preparing and analyzing budgets, overseeing the operations of properties, motivating staff, and dealing with suppliers and contractors. Sandra is a member of the Society for Human Resource Management (SHRM) and Institute of Real Estate Management (IREM), with a designation of Accredited Resident Manager, (ARM®).

Deborah Fields, ARM®, HCCP, COS, CFS
Regional Manager

Deborah is a Regional Property Manager at Quantum Real Estate Management, LLC, AMO® and she brings over 35 years of property management experience. At Quantum, Deborah’s responsibilities are overseeing multi-properties in the District of Columbia and Maryland Regional.

Deborah has a diverse background in affordable, conventional, senior living, and new construction housing. She also has an extensive background in Section 8, mixed income, and LIHTC. Deborah has completed property takeovers and has completed multiple lease-ups.

Deborah has been a mentor to her team of managers. She engages with the clients and builds a strong working relationship with his clients to ensure client satisfaction and long-term relationships.

Mrs. Fields designations includes DC Property Manager License, Certified Financial Specialist (CFS), Housing Credit Certified Professional (HCCP), and Accredited Register Manager (ARM).

Giancarlo Raffo
Regional Manager

Giancarlo is a Regional Property Manager at Quantum Real Estate Management, LLC, AMO® and brings over 12 years of experience in the property management industry. Before joining Quantum, he worked as a Human Resources Manager for ten years. Giancarlo has worked in the banking industry and Immigration Law in Washington, D.C. He holds his certification as HR Generalist and Personnel Manager Qualification (PMQ) accreditation from the Society of Human Resource Management (SHRM).

At Quantum, Giancarlo’s responsibilities are overseeing a portfolio of mixed types of properties that include HUD communities, HOAs, and other programs in Northern Virginia and Maryland.

Giancarlo’s Management style allows him to create strong relationships with the clients and management teams. Giancarlo oversees all management aspects, including personnel management and development, resident relocation, rehab processes, marketing, leasing, and capital expenses.

Mr. Raffo obtained the Certified Occupancy Specialist (COS) certification in 2023 and is pursuing the LIHTC and SHRM – CP certifications.

Giancarlo is bilingual (Spanish-English) and moved to the area over 20 years ago.

Stacy Ringgold
Regional Manager

Stacy Ringgold joined Quantum Real Estate Management, LLC, AMO, as a Regional Property Manager. Stacy came to Quantum with over 28 years of experience. She began her career in property management in 1995 as a Leasing Consultant; she was then promoted to Assistant Property Manager, then to Property Manager, and eventually promoted to a Regional Property Management role.

During her 28 years, she has led Tax Credit, Public Housing, Hope VI, Section 8, Project Base, Elderly, Mixed Finance, and Conventional Housing. She holds accreditations for Public Housing Manager (PHM), Assisted Housing Manager (AHM), Certified Occupancy Specialist (COS), Blended Occupancy Specialist (BOS), Tax Credit Specialist (TCS), Management Occupancy Review Specialist (MORS), Certified Financial Specialist (CFS).

As a Regional Property Manager, she has managed all phases of the operations, including personnel, customer experience, marketing, leasing, maintenance, rehab supervision, and owner representation.

Noy Purcell, COS, TCS, IZ
Regional Manager

Ms. Purcell brings over 14 years of extensive experience to her role as Regional Property Manager at Quantum Real Estate Management, LLC, AMO®. Specializing in affordable housing, she oversees a diverse portfolio spanning Low Income Housing Tax Credit (LIHTC) and HUD communities across the District of Columbia, Maryland, and Virginia.

With a comprehensive background in affordable, conventional, senior living, and new construction properties, Ms. Purcell has a proven track record of success. She has spearheaded multiple lease-ups and effectively managed all facets of operations, including personnel, marketing, leasing, maintenance, rehabilitation supervision, financial reporting, and owner representation.

As a dedicated mentor, Ms. Purcell takes pride in nurturing her team of managers, fostering their growth and development. She is deeply committed to cultivating enduring relationships with clients, prioritizing their satisfaction through open communication and attentive service.

Ms. Purcell holds esteemed accreditations as a Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), and Inclusionary Zoning expert, underscoring her commitment to excellence and professionalism in the field of property management.

Jeffrey Rohrer
Regional Manager

Mr. Rohrer is a seasoned professional serving as the Regional Property Manager at Quantum Real Estate Management, LLC, AMO®. With a robust background spanning over 16 years in property management, Mr. Rohrer has ascended through the ranks, starting as an Assistant Property Manager before progressing to the role of Property Manager and eventually achieving the prestigious position of Regional Property Manager.

His expertise encompasses diverse sectors including senior living, conventional, and affordable housing. Mr. Rohrer boasts extensive knowledge in HUD Section 8, mixed-income, and LIHTC, enriching his ability to navigate complex regulatory frameworks effectively.

Mr. Rohrer ‘s leadership style is defined by a steadfast commitment to policies and procedures, enabling him to guide his team with clarity and purpose. His hands-on approach, rooted in practical onsite experience, endows him with a profound understanding of his team’s needs and the challenges they encounter daily.
