Effective August 1, 2025, Quantum has assumed property management responsibilities for Windy Hill Foundation’s 100 homes across the communities of Middleburg, The Plains, and Marshall. This collaboration aligns with our mission to enrich the lives of those we serve by delivering professional property management with an emphasis on inclusion, integrity, and trust.

For over 40 years, Windy Hill Foundation has served more than 820 residents through 310 housing units in Loudoun and Fauquier Counties. Their mission goes beyond providing housing—offering onsite programs that foster stability, financial independence, and community well-being. This partnership represents a strategic step toward ensuring long-term affordability and enhancing resident services.
In addition to the management transition, Windy Hill Foundation has relocated its main office to 104 S Pendleton Street, Middleburg, VA 20117, creating a hub that strengthens connections between staff, residents, and community partners.
